Position Title: Senior Commercial Satellite Communications SME

Position Summary:
ANSER is seeking a Senior Commercial Satellite Communications (COMSATCOM) Subject Matter Expert to serve as a principal expert to the Office of the Department of Defense Chief Information Officer (DoD CIO). In this role, you will shape and influence enterprise-level SATCOM modernization, commercial integration, and digital transformation efforts across the Department of Defense.
Day to Day Responsibilities:
- Provide expert advice to DoD CIO leadership on commercial SATCOM integration, enterprise service models, and hybrid MILSATCOM/COMSATCOM architectures
- Translate deep technical and commercial insight into actionable guidance for senior government leaders, driving informed decision-making at the Departmental level and advancing the future of DoD enterprise SATCOM capabilities.
- Support development and refinement of Enterprise SATCOM policies, governance frameworks, and modernization strategies
- Assess emerging commercial capabilities (Low Earth Orbit (LEO), Medium Earth Orbit (MEO), Geostationary Earth Orbit (GEO), managed services, AI-enabled network optimization) and their applicability to DoD missions
- Develop and evaluate commercial service-based and managed services business models aligned to DoD operational needs
- Conduct economic, cost, and affordability analyses supporting investment decisions, leasing models, and working capital fund approaches
- Advise on capital vs. operating lease structures, consumption-based pricing, and scalable acquisition strategies
- Support acquisition strategy development for major SATCOM-related programs and contract vehicles
- Provide technical and business input into AoAs, market research, requirements development, and source selection activities
- Assess commercial marketplace trends, vendor capabilities, and competitive dynamics
- Lead or support development of data-driven decision environments, dashboards, and analytic models for SATCOM planning and performance management
- Apply advanced analytics, modeling, and AI/ML techniques to inform capacity planning, cost forecasting, and architecture tradeoffs
- Advise and brief senior leaders across DoD CIO, OSD, Joint Staff, DISA, USSF/SSC, and CCMDs
- Develop clear, persuasive executive-level materials, including decision memos, strategy papers, and briefings
- Facilitate cross-organizational working groups and industry engagement forums
Required Qualifications:
- Must have a current TOP SECRET clearance and be Sensitive Compartmented Information (SCI) eligible (have held an SCI position within the previous 24 months)
- Either a PhD in a related field of study with a combined 20 years experience in satellite communications, telecommunications, and related DoD space/communications programs; or a Masters Degree in a related field of study plus 22 years' related experience
- Demonstrated expertise in commercial SATCOM architectures and services across GEO, MEO, and LEO systems
- Extensive experience supporting DoD or IC SATCOM policy, acquisition, or enterprise planning
- Familiarity with Future Commercial Satellite Communications Services Acquisition (FCSA), Commercial Broadband Satellite Program (CBSP), Proliferated Low Earth Orbit (pLEO), and Maneuverable Geosynchronous Orbit (mGEO), or similar programs
- Strong background in acquisition strategy, cost analysis, and large-scale federal programs
- Experience developing business cases, economic models, or managed services constructs for telecommunications or digital services
- Proven ability to engage and advise senior government executives and flag-level stakeholders
- Experience leading cross-functional technical and analytic teams
Preferred Qualifications:
- Background in data analytics, AI/ML applications, or digital transformation within DoD environments
- Knowledge of DoD budgeting, appropriations, and working capital fund mechanisms
